To qualify for Ella B. Scantlebury Senior Residence, a person must be 62 years of age or older and able to live independently. Income limitations apply.

In order to qualify for congregate housing, individuals must need assistance with one or more activities of daily living and meet the following eligibility criteria:
1. have an annual income that does not exceed 80 percent of the area's median income;
2. be at least age 62; and
3. meet criteria established by a local selection committee, including a physical and functional frailty assessment, evaluation of housing conditions and living arrangements, and an assessment of daily living needs.
