What is Congregate Housing?


Connecticut supports state-funded elderly congregate housing facilities for low- and moderate-income, frail seniors age 62 and older who are able to live independently but require some assistance.

What is the property like?


EBS is a 4-story building with a basement. Located at the corner of Dixwell Ave and Admiral St. in New Haven.

The top 3 stories each hold 6 apartments. Each apartment has a kitchen area, living room, separate bedroom and full bathroom.

The ground floor has 2 apartments, an office, a common living room and dining room, a large kitchen, a guard station, and a mailbox area.

The basement has storage cages for each apartment, mechanicals, a fitness room, an activity room, laundry room, and nurse’s office.
There is an elevator and a parking lot in the rear of the building. There are small front and side yards.


Are meals included?


Under the supervision of a licensed nutritionist, lunch is provided every day in our common dining room. Meals are prepared in our on-site kitchen. Each of the 20 apartments has a full kitchen, as well.


How was the current care model designed?


The current model was designed based on the requirements for State funds and input from community members who visited existing models of congregate elderly housing in Hartford and Hamden.

The location had been a vacant lot facing Dixwell Ave that members of the community identified as a possible service location for frail elderly.
