Mission and Vision Located in the Dixwell-Newhallville neighborhood of New Haven, the Ella B Scantlebury Senior Residence offers an enhanced housing option for older persons who enjoy New Haven. What is Congregate Housing? Connecticut supports state-funded elderly congregate housing facilities for low- and moderate-income, frail seniors age 62 and older who are able to live independently but require some assistance. The Ella B. Scantlebury congregate residence contains 20 separate private apartments and provides housekeeping, meals, security, and social activities. In addition, staff can provide information about other support services a resident or their family may wish to arrange. STATE-FUNDED ELDERLY CONGREGATE HOUSING Department of Economic and Community Development (DECD) and the Connecticut Housing Finance Authority jointly administer the state's Congregate Housing for the Elderly program. Residents pay rent and a monthly congregate service fee, both of which may be subsidized by DECD, depending on the resident's income. Congregate housing gives residents the opportunity to obtain some support services while living in a residential environment. These services help residents live independently. Congregate communities help individuals who have temporary or periodic difficulties with one or more activities of daily living. Congregate housing is not designed for individuals who need extensive services or need assistance or supervision throughout the day or at night. These communities, in addition to providing one meal per day in a communal setting, housekeeping and twenty-four-hour security, help residents access community-based services that provide personal care. Recreational activities are provided. Additional meals, transportation and services information may also be provided. Some of these services may require additional fees. Congregate communities are not licensed and do not provide rehabilitation or nursing services, nor do they dispense or monitor the self-administration of medications. Residents live in private apartments and pay both rent and a monthly services fee.. Our community Located adjacent to the Yale University Campus, the Dixwell-Newhallville neighborhood is a historic urban environment offering a full range of shopping and personal service businesses, as well as a library and police substation. The city bus stops in front of our building. The 238 Dixwell Avenue bus travels from downtown New Haven to the Center of Hamden, with many shopping opportunities along the way. Enriching lives with congregate services EBS offers more than just an apartment. Congregate housing is designed to foster socialization and reducing isolation among the residents. The daily shared lunch, recreational opportunities and interaction with staff offer social support in a caring environment. |
